B2B (Business-to-Business)

Mandatory

B2B e-invoicing reporting has been mandatory in Portugal since 2013 through monthly SAFT-PT file submission to the Autoridade Tributária. All businesses must use AT-certified billing software, generate ATCUD codes, and include QR codes on invoices. Invoice data is communicated electronically to AT in near-real-time or via monthly SAFT-PT exports.

B2G (Business-to-Government)

B2G e-invoicing is mandatory through the ESPAP platform (Entidade de Serviços Partilhados da Administração Pública) and the FE-AP (Faturação Eletrónica da Administração Pública) system. Suppliers to the Portuguese government must submit structured electronic invoices compliant with EU Directive 2014/55/EU via the ESPAP/Peppol network.

B2C (Business-to-Consumer)
