Mandatory

Domestic B2B e-invoicing is mandatory from 1 January 2026 for all VAT-registered businesses. All invoices must be exchanged in EN 16931 format via the Peppol network using Peppol BIS Billing 3.0. A 3-month tolerance period is offered to companies that began implementation early.

B2G (Business-to-Government)

Mandatory

Belgium mandated e-invoicing for public procurement via the Mercurius platform (aligned with Peppol). Phased in since 2022: contracts ≥€215k (late 2022), ≥€30k (mid 2023), and <€30k (late 2023). Invoices under €3,000 are exempt. All public authorities must receive/process EN 16931-compliant e-invoices.

B2C (Business-to-Consumer)

N/A

There is currently no e-invoicing mandate for B2C transactions (consumer sales) in Belgium. Traditional invoices (paper/PDF) remain allowed for business-to-consumer transactions.
