B2B (Business-to-Business)

Mandatory B2B e-invoicing begins September 1, 2026 for large enterprises (CA ≥ €5B) and mid-size companies (ETI). Small and micro enterprises must comply by September 1, 2027. All businesses must be able to receive e-invoices from September 2026. Invoices must be routed through a certified PDP or the PPF in Factur-X, UBL, or CII format.

B2G (Business-to-Government)

B2G e-invoicing has been mandatory since January 1, 2020 for all suppliers to public entities via the Chorus Pro platform. This completed a phased rollout that began in 2017 with large enterprises. All invoices to the French state must transit through Chorus Pro.

B2C (Business-to-Consumer)

B2C transactions are not subject to e-invoicing obligations but fall under e-reporting requirements. Businesses must report B2C transaction data to the tax authority (DGFiP) via their PDP or the PPF.

France's B2B e-invoicing mandate is established by Ordonnance n° 2021-1190 of 15 September 2021 and further refined by the Finance Act 2024 (Loi de finances 2024) which confirmed the phased timeline. The Décret n° 2024-266 of 25 March 2024 details the technical and operational requirements. The Direction Générale des Finances Publiques (DGFiP) oversees the PPF and certifies PDPs. B2G e-invoicing is governed by the Code de la Commande Publique and Ordonnance n° 2014-697.
